The Spirit Lake East Homeowner’s Association has recently undergone some personnel changes. Jeremy Skinner, formerly President, has stepped back from that position but will remain as a Member-At-Large. Hank Hankins, Member-At–Large, has resigned from the Board. I would like to thank both of them for their service to us. As former Vice President, I assumed the President’s role with Jeremy’s change of status. Adam Lambert has assumed the role of Vice President, and I thank him for stepping up with little notice. This means that we currently have an opening for a Member-At-Large. Also, as Hank was serving as Architectural Committee Chairperson, we also have an opening for that (a non-Board position) as well. As President, I would like to cover some issues prior to the semi-annual meeting to be held on November 14 at 6:00 pm at the Spirit Lake High School.
My focus as President will be to protect the property values of every member’s investment here. As such, our Codes, Covenants, and Restrictions and By-Laws serve as a set of behavioral expectations for us all. By adhering to these as much as possible, we will retain the quality of life and property values we sought when deciding to move here.
Recently, we have received many complaints about shooting within SLE. Further investigation has shown that these incidents were occurring outside our borders either in the Little Fawn subdivision, or across SR 54 on State lands. However, sporadic gunfire may be heard almost daily somewhere within our boundaries. There may be extenuating circumstances for which some shooting would be justified. Predator control (coyotes in particular), rodent control, self-protection, and checking a rifle’s zero with a few shots prior to a hunting trip are a few that come to mind. For extended target practice, we recommend a trip to the excellent range at Farragut State Park, where the cost is low, the ranges well-maintained, and the staff friendly. There are also State Lands on which such activities are permitted. Many of you are aware of the killing of a resident’s family dog in their driveway by a “drive by” killer. Such an act is repulsive and potentially gives all residents and gun owners a black eye, as no one knows exactly who did this.
I am committed to following up on all complaints of any nature, and using our Codes, Covenants, and Restrictions and By-Laws where necessary to address them.
All planned logging operations must be submitted not only to the Timber Committee Chair for review, but receive a permit from Kootenai County as well. Construction Plan Reviews-Architectural Committee
There have been many new construction starts this year in SLE. Some of these construction plans were dutifully submitted to the Architectural Committee for review, and some were not. In order to assure all of us living here that the planned homes and other structures meet our guidelines (which are very accommodating), it is required that plans be submitted for review. Roadside Tree and Brush Encroachment
To allow us to plow the roads to their full width each winter, we ask that you survey the roadsides adjacent to your property and cut back any leaning trees. Any trees that would easily be bent by snow load into the travel way should be removed.
To avoid damage to the lights, mirrors, and glass on our trucks and grader, we will not be plowing to full width whenever such obstacles are encountered. This means a narrower roadway as snow piles up, but saves us needed dollars for fuel and wages, rather than avoidable repairs.
Recently, some owners have cut brush and small trees and left them lying on the roadside. This is unacceptable, as it makes plowing and grading difficult to the full width of the road. No one else is coming to clean up after you, so please remove what you cut to a safe place for burning or other disposal.

We propose to wait until Spring to see how our finances work out before planning the shop floor paving project.
